Discovery, a client portal or internal tool, and a custom web app or MVP all vary too much project to project to publish a meaningful starting number. A short conversation about your actual workflow, roles and integrations gets you a real number.
What we scope first

The proposal explains ownership, data access, third-party licences, documentation and responsibilities.
Support is a separate scope.
Hosting, monitoring, maintenance and new features are not unlimited extras. Agree capacity, response targets and operating costs before launch.

Who owns the finished software?
Ownership of your paid-for deliverables, your data and the handover are confirmed in your project agreement.
Can this become a native iOS/Android app?
Only after a separate feasibility check. An installable web app is not automatically a native app, and app-store approval is never guaranteed.
